It is located just below the menu bar on top of your window. This is standard position before you attempt to change it. You can freely change it, the position should be stored and remain at your new location. Some plug-ins can prevent the position from storage, if that's the case, check your modules.

The bar with menus 'File', 'Edit', 'View' etc. is on the top of the window. Under this bar is a toolbar with an option 'New' and the print icon etc.

The Toolbars tab in Outlook 2003's Customize dialog allows you to toggle toolbar's visibility, as well as create and manage new, custom toolbars. The four default entries are Standard, Advanced, Menu Bar and Web. The Menu Bar entry represents Outlook 2003's drop-down menus, and is there more out of consistency than anything else.
