In nine ball, the rules say that when you scratch, you can place the ball anywhere behind the spot that the cue ball was in when you broke.

In nine-ball, a scratch wins the opposing player "ball-in-hand". This means that the opponent can place the cue ball anywhere on the table to take his shot - not just behind the head string like in eight ball. However, the cue ball cannot be placed in contact with the object ball - the ball you wish to hit first.
