The risks after the surgery are that the fracture was not completed it properly and you will not be able to move your joint muscles properly. But usually 99.9% of people pass.

Well the risks before the surgery are that your nerves may start to malfunction and also your fracture will get worse with time. It is better to go ahead with the surgery. There are some risks such as side effects of the fracture and also risk of improper placement of valves.

this surgery will reduce the strength of bones. when bacteria enter the site of surgery,an infection can result. Infections may delay healing. Infections may spread to adjacent organ or tissue and may cause serious problems.
