I'm legally blind and my doctor said you have to have a vision of 20/200 or even less in your best eye even with correction. Just because you're legally blind doesn't mean your eye doctor can not fix your ability to see. I have soft lens contacts in both of my eyes and I can see just fine.

Different states have different qualifications for legal blind status. In the mid atlantic region the vision must be worse than 20/100 to qualify. 20/100 is the end of the second line ,just below the big E. on an eye chart.

If your child's vision is 20/200 with corrective lenses, then they are considered legally blind. This means that, with corrective lenses, your child has the same visual acuity at 20 feet as someone with perfect vision has at 200 feet.
