If you beleive you have deleted the Icon the fix requires editing the registery. It is best to seach Microsoft website for "How do I make the Recycle Bin appear on my desktop in Windows XP?" and click the "Fix It For Me" Link.

If recycle bin is not on your desktop, you can see it on "go to my computer and click the drop down box". And if still not there, try "right click on the desktop area, select properties, click desktop tab, click customize button, click restore default and restart your computer.

You can't delete the recycle bin, you may have just deleted the Desktop icon for it. There should be another icon in either "My Computer" or "Control Panel".
