I would take your jacket into a professional to have it altered. A professional would have all the right tools and could do it correctly the first time instead of you trying to guess.

With the jacket on use pins to find where the shoulder area should be as well as the arm length. Then use a seam ripper to remove the old stitches. Resew using the pins as a guide.

If you want to propperly alter a jacket you really need to have it done professionally. Many people might try to take out a sewing kit and start popping stitches, but that is silly. Pay someone else to do the work for you so it is guaranteed done propperly indeed.
