What are the laws affecting alcoholics?

My brother is an alcoholic and I want to know if there are any laws that will protect him.

There are no laws that will protect him. Indeed, in most places, being drunk in public is a crime in and of itself.

There are not any laws that protect alcoholics since they are potentially a flight risk to society. People who are addicted to alcohol generally don't care about their well being or the well being of others. Some even end up killing themselves or others in drunk driving accidents. The best thing you can do is to get him into rehab.

Laws do not protect addicts of any kind. The best route for your brother is to get some help with this addiction so that he is capable of protecting himself.

Voluntary intoxication is not a defense to any crime. An example of this would be if you drank and then blacked out and then while blacked out killed an individual. The defendant would still be guilty of the crime even if he had no recollection of the actual event.
