Many options for great windows with a red room. Cornices made of wood and painted or covered in fabric (plaid? ) work great with simple panel curtains. White wooden blinds would make a crisp statement. For a casual look, matchstick blinds with sheers would work. Red and white toile would be beautiful for a guest room or girls room.

Choose something that will let in light, such as sheers. The light will make all the difference in making the room feel more open and comfortable. Another good choice is roman shades; these can be made of a thin fabric to let in light when fully extended, and can be decorated to match the walls.

I think you should be able to see out but no one to be able to see in during the day so a white/seethrough net or a voile. In the night a heavy thermal curtain in a matching floral pattern.

I think white long drapes that are hung high above the window to make the ceiling feel higher. The drapes should also touch the floor.

The color red is a powerful color and is pretty popular these days. Since you indicate that the room is small, you will want it to be uncluttered with few items. You can tone down the red by blending it with some muted complementary colors.
