Windows has a defragmentation program in the system tools, but another good option is PerfectDisk or AdvancedDefrag. If you are looking for a free defragmentation program, then Smart Defrag may be a better option.
Although there are many specialized programs, you might find that the most reliable one is actually the Windows proprietary one, available in the start menu.
