The nature of the crime is an issue. The nature of the information provided by a criminal is also an issue. It boils down to politics.

yes the nature of crime affects the defendant's opportunity to plea bargain as it will depend on the evidence and the witnesses during the crime especially when the crime committed is a worse one like killing.
