Should silver certificates have "Hawaii" printed on it?

Do they originate there?

After the attack on Pearl Harbor, the government was concerned that the Japanese might gain a large amount of currency from the banks if they took over Hawaii. The Federal Reserve Bank of San Francisco was ordered to print currency with HAWAII printed on both sides and residents were told to turn in their unstamped currency for the new bills.

They do not originate in Hawaii, and the only ones with Hawaii printed on them are the 1935a certificates that have brown seals. These were issued during World War II.
