Should I be concerned about my goldfish that is swimming upside down and is still breathing?

my goldfish is swimming upside down but it is still breathing

Your goldfish may have "dropsy". This is a common but potentially deadl condition. There is medication for this. You may want to check your ater quality and avoid severe changes in temperature.

Yes you should be concerned. Your goldfish has a swim bladder problem caused by disease or stress. Make sure his environment is clean and water is fresh. IF you have an antibacterial medication for fish then treat him. However this probably won't go away (it rarely does). The goldfish may have between a few hours to a few days.

A fish swimming upside down is a good indication that it has a serious problem. When you get the answer to this question it will probably have already died.

I read somewhere that when they get constapated they float up towards the top of the water on their back

Your fish has swim bladder disease. This can be causd by poor nutrition, or the fish could be constipated. If he surives he needs to be placed on a more healthy diet. Pet fish need a balanced diet, not just flake food. They need this and clean water to be healthy.
