Animals can be susceptible to infections and disease and so can trees. The milky slime, called the White Rot, on the bark is a coating of white mucus that is a sticky organic fungal substance on the bark. It might not appear to be sick, but it could be very harmful and spread to any tree by it.

It could be moss, especially if it is on the north side of the tree. The leaves of the tree look a little like slime as well.
