If you mean that nothing happens when you push the lever, then you have a problem with the flushing mechanism inside the water tank. They are usually not hard to figure out. Lift the tank lid, and check if the chain has been unhooked, or if something broke.

There is, more likely than not, some sort of blockage in the drain between the the toilet bowl and the outgoing sewage pipe. Most likely caused by accumulated paper. An ordinary plunger should fix it.

The most common reason this happens is that there is a problem with the flapper chain. This is easy to check. Pull the lid to the toilet tank off and look for the chain (it may be plastic or metal). Check and make sure it isn't broken and that it is still attached to both the handle and flapper.

If you mean that the water wont go down, then its clogged. Chemicals don't work that well, so use a plunger and be forceful. If that doesn't work, you need a drain snake. You can rent one, or call a plumber to come in and clean your drain.

You need to take the lid of the tank and check inside. It is very possible the chain has just fallen off and can be be fixed.
