In graph making the Y is always the vertical axis and the X is always the Horizontal. The place where they meet is 0,0

This is a deceptively confusing question. If we're talking about the labels of the axes of a coordinate plane, then the x-axis is the horizontal axis and the y-axis is the vertical axis. However, the graph of the equation y = c, where c is a constant, is a horizontal line; the graph of x = c is vertical.
