Yes, there are mp3 players that also play fm radio. I have a sony walkman mp3 player that i got a few years ago and it has fm radio. I know the ipod does not though.

Yes, there's many MP3 players with FM Broadcast. Most iRivers come with the FM radio option, so I'd suggest looking into those.

There are player that have built in tuners for listening to the radio. However I don't know of any that have the capabilities to let you broadcast the music like a fm modulator.
