Is there a connection between the swelling of my right foot and a mass in the breast (per a mammogram)?

There is no connection what so ever. It is most likely an allergic reaction or a rash you had. Get the swelling checked out, or put ice on it until the swelling goes to. It may also have something to do with the radiation which tends to cause strange things.

There could be a vascular abnormality. This can cause fluid retention in the tissues of the foot and the breast tissue.
