A television signal is propagated using waves in the VHF band of the electromagnetic spectrum. Visible light is also an example of electromagnetic radiation. The two forms of radiation are distinguished by wavelength. In a vacuum, all electromagnetic waves propagate at the speed of light.

Yes it is. Broadcast television signals are sent via radio transmissions, and radio does in fact travel at the speed of light.
