Because McDonald's is such a large corporation, they make deals with the companies who produce these toys (just like they do with those who own the rights to popular movies).

They make contracts with different companies to put toys in the Happy Meals. I imagine if it goes well, they will do business with them again. Beanie Babies have done very well in the Happy Meals, and they have contracted to license the product several times. So, they are partners.
