This should work just fine, but you need to be judicious. 2 cups water to a dash of dish soap and 2 to 4 tablespoons of chili powder, cayenne pepper or red pepper flakes well stepped should serve your purpose.

It is safe, but can change the flavor as it seeps into the skin. If pests are the problem, I'd recommend using diluted vinegar. It will keep most bugs at bay. For mammals, try using a bitter spray, available at any petstore. It is water based and can be rinsed off easily before you enjoy your harvest.

That would be unsafe. When you spray the plant it will get the flavor of pepper spray, which will be really really strong. It also may kill the plant because of the chemicals which will probably dry the plant out. Also when you water the plant it will spread the pepper spray to other plants.

No, I would not use this type of spray on any type of any of your plants. It could be dangerous to them and harm them in many different ways.
