Yes, it is safe to lay some poor concrete under trees. Poor concrete in the terms of may be only cement. Because the root of the trees can penetrate through the cement into the soil below. But it should not be hard concrete with stones as it will be impossible for the roots to break through.

Yes, as long as you don't disturb their root system. Remember that young trees are going to expand as they grow and root extensions may buckle the concrete.

You need to identify if the tree has shallow roots or deeper roots. If the tree has shallow roots, the root system can cause cracks and gaps in the concrete. If the tree has a deep root system, it should be fine, ensure that you have drainage around the tree.

Tree roots need water and air. If you pour concrete directly under the tree, you will suffocate the tree roots and cut off their water supply. Also, because tree roots get bigger in diameter, concrete poured close to trees will likely crack when the tree roots push on them.
