If you buy the car at an auction, odds are that the person selling the car is often rich or wanting to come into money and are most likely afraid to rob a bank or convienient store so your, in my opinion, safe.
It sounds to me like you have answered your own question. If you end up buying one at a government auction you will end up being paranoid that people are following you and want their car back. I would stay away.
