As long as you have a legal copy of windows XP you can get a free copy of Windows Media Player which has a DVD codec built in. It should be easy to find on the Microsoft website.

The newest version of Windows Media Player plays DVDs just fine. It's free as it comes with Windows 7. You'll have to buy the operating system, though.
