Is it possible for a transgender male to have a unnoticeable Adam's apple without surgery?

No. The Adam's apple is prominent in those exposed to testosterone during adolescence, and it will not get smaller, even if you use estrogen now. There are procedures available, such as shaving the Adam's apple, that make it smaller - but that is a full surgical procedure, with attendant risks.
