A common long term sequelae of diabetes is nephropathy which affects the normal functioning of your kidneys. One of the symptoms of this complication is fluid retention in the various body compartments commonly presenting as peri-orbital puffiness[more in the morning] or swelling in the legs or rarely dyspnoea. You will need to evaluate your renal functions and start appropriate treatment.

Typically, diabetes does not cause you to retain fluid and in fact people are often dehydrated by the frequent urination commonly associated with the disease. Once you begin treatment and get better control of your blood glucose levels you may experience fluid retention, consult your doctor if this occurs as yoou may need to reduce your fluid intake.
