It is probably not legal to do so. This may vary by state. You could check with a shop or dealership near you to be certain of what the law in your state says. You can also find out what would need to be done to the car in order to pass.

If the car can not pass some of the basic tests that are required for it to be used then it is illegal. It is just like selling something that you have stolen. Everything should be in working order otherwise whoever sold it is in the wrong.

That depends on the state you live in. Different states have different "lemon" laws. And there are some states that have no lemon laws and lots of lemons.
