Is it difficult to close in a garage to create more living space?

I'd like to convert my garage to a family room.

You should put in a subfloor with floor joist. This will give you room to add heat and air duct work. Use treated 2X4 for the garage opening to reduce the risk of rot. You can use brick or vinyl to match the existing. I would hire a pro to do the inside sheet rock.

It's not difficult to convert a garage but you have to get a permit from your city and your subdivision has to allow garage conversions. Some HOAs do not allow this as an option. Otherwise, it's simple since 3 walls are already finished on the outside and the remaining wall basically just has a hole in it.

First check with the building department in the city. The biggest challenge would be how are you going to heat it. The rest is easy.

No its usually not difficult to close in a garage but you must make sure of a few things beforehand. Check to see if electrical, plumbing and heating and air are available or nearby as these will all need to be in the new living space. Once you have all of them, its easy.
