The individual must be served with the order for it to be in effect. The server would likely have to go to the base or office and subsequently interact with the officer in charge. If a soldier is involved with the courts, his CO will likely know about it, particularly if there is an issue of "conduct unbecoming."

Generally, yes. A restraining order usually signifies discord between two people, usually husband and wife. Commanders must know when there are problems within their ranks as these problems could jeopardize both the person's family life as well as the readiness of the group.

In order for the notification to be delivered, the server would probably have to come on base or to the office, which would involve getting past the individual's superior. Military personnel are expected to report to their superior's legal difficulties, so one way or another, the superior will find out.

A restraining order most likely follows a criminal complaint. The CO likely knows of the complaint and subsequent petition for a protective order.
