Is a 20 year old townhouse (3BR, 1.5 baths) worth $280000?

The owner bought it two years ago for $243,000. She put in new hw floors and renovated the kitchen.

Whether the home is worth the asking price depends on many factors: location, area comps, schools, related fees, garage?, bank appraisal, the market, etc. Engage a real estate professional to help you with this decision. The asking-price seems steep, but again, it depends on so many factors.

It depends on the part of the country you live in and the neighborhood. In the current economy most (but not all) properties are worth less than they were two years ago, but the improvements the owner made might have improved the value.

It depends on the location of the home. Given the current economy home prices in most cases have fallen rather then rissen. The improvement made is just flooring after all. If it were a new roof, new furnace, new windows that may have helped more. With so many homes out there someone might get a lower price with better upgrades.

That is impossible to answer with the information given. Many properties have decreased in value. Are there any recent sales in the same complex that you can compare it with?

It depends on the current condition. Contact a local real estate agent and they can usually give you a few quote.
