The best answer I can give you is to look up the Jones-Shafroth Act of 1917 (6 U.S.C. 883; 19 cfr 4.80 and 4.80b). This was the act that was signed into law by President Wilson that gave U.S. Citizenship to Puerto Ricans. u.S. Citizens are obliged to pay taxes.

Puerto Ricans do not pay federal income tax. Instead, they pay federal payroll taxes which include medicare and include Social Security.
