In Texas when is capital punishment carried out?

It seems like people are on Death Row a really long time.

It takes so long because of the appeals process involved in each case. Each inmate is entitled to so many appeals before they run out of them and are put to death. Most people say they should kill them right away but actually many people have been cleared of crimes while sitting on death row due to advances in DNA.
