I guess it depends on the room. If you want to brighten the room, use light colours, if you want the room to feel cosy, then darker colours are the way to go. Personally I go for a mixture, I had a black, red and white room, and a gold, cream and chocolate room.

Neutral colors are the best if you are going to sell the house. However, if you're decorating to live in the house pick colors that you like.
