If I'm resigning, do I still get my vacation time?

Usually when resigning you will take your vacation time prior to resigning, i. e. you get your vacation time and date your letter of resignation for the day you would return to work. Otherwise, some companies will pay for your remaining vacation time, you need to speak to your HR representative.

You are entitled to be paid for any time you have accrued that is what they owe you. Some will pay you for your whole years worth of vacation time.

This depends on company policy. Unused but already accrued vacation time is typically owed by the employer to the employee upon resignation. It may not be owed if you quit before vacation time (and 401K contributions by the employer) are vested. And it may not be owed if your employment contract says it isn't.
