If a wire is too short to reach the circuit breaker can I splice it?

Can I splice my circuit breaker if the wire is too short.

Splice a new green wire to extend it, using the same size gauge of wire. Do not use wire nuts, use a proper electrical connector with grub-screws which can be securely tightened-up. Wire can be lengthen by pigtailing or junction box. Lets do this inside the panel. This is the proper way.

Yes, so long as it is done properly. Make sure the wires you are splicing together are the same type. Carefully remove the rubber casing on the wires. (I find that scissors work well for this task.)Twist the corresponding wires together and use electrical tape to COMPLETELY cover the wire.

Wires leading directly to the circuit breaker should not be spliced. When running wires to the circuit breaker, leave enough wire so that it can run to any breaker location. Excess wire can be saved and sold for scrap.

Yes you can. The wires going to your circuit breaker are not one continous wire but many wires which connect the different load sources which comprise the circuit. Each load source can be thought of as a splice. Be sure to use an approved wire nut and electrical wire.

Any time you are connecting wires to a circuit breaker you should use one long wire to reach the box, if you use a wire that has to be spliced you could have problems in the line and the circuit box may keep popping, I would recommend a professional electrician do this.
