How tall should kids be when they use a booster seat?

Car Seat laws vary by state. In Washington, children must be 4'9" tall or 8 years old. In California, they have to be 6 years old or 60 pounds.

In Missouri (where we live) you have to be ages 4-7 to be booster, and can be out of the booster when you are 4'9'' tall. Mostly car seats go by weight, booster seats are for children between 40-80lbs and under 4'9".
