when using stone as a ground cover one must consider thickness of the stone cover. A thin layer of gravel or stones will only result in weed encroachment. Often a layer of 4 to 6 inches can remedy this.

you should put down a weedblocker sheet then carefully put your stones on top then sprinkle neat cement over the stones to tighten them up

Stone such as crushed or small stone can be used as a ground cover around bushes and trees instead of mulch. Just remember the stone will heat up more than mulch and could stunt the growth of the surrounding plants.

Place your plants in the ground. Put protective plastic down around the plants. Then place your decorative stone on top of the plastic and around your plants. Don't forget, you can add color stones to entice the landscaping drama.

Stone can be used to cover ground only if you first put a landscape fabric down so that weeds don't come through the stone. You will need to first pull up any sod and then dig down and apply a crushed rock base - then apply stone.
