This depends on the type of conduit and the type of wire. In a typical installation using 3/4" EMT and #12 AWG THHN wire, you would be able to fit 16 wires in the conduit per the National Electric Code.

Legally, according to the National Electric Code (NEC) book is nine. There are other requirements depending on how many hot wires.
