Basically it depends on age, and how good of shape you are in. As an exercise science major, a heart rate for anyone in their 20-30's should range between 100-162 bpm. Basically the older you get, the lower the target heart rate zone goes. A 70 year old should only have a heart rate of 70-100.

The general rule is this: Take your pulse at rest for a one minute period. This rate should be doubled during your exercise for 30 minutes, to reap cardiovascular benefit.
