Don't confuse antibacterial hand wash with no-rinse soap. No-rinse soap is for those who cannot shower or rinse - and uses different, milder cleaning agents and leaves no residue behind. It also costs more. NASA uses it on shuttle missions, as well as campers.

No-rinse soaps typically have only enough moisture necessary for the cleaning. Some may include sanitizers or antibacterial agents. I'm not entirely too sure, but I think one of the active ingredients that come into play is benzalkonium-chloride.

From what I know and have experienced, its those gel-type of liquid solution that has alcohol content. You apply some amount to your hands and what I do is rub it off in a hanky or towel. No need to wash off with water.

i think it just kills the germs and bacteria on your hands as opposed to dislodging it from your skin which you then rinse away. so, it helps prevent passing of diseases, but it doesn't really get rid of dirt.
