How does a human resources assistance plan and aid fit into a companies strategic plan?

I need to explain the importance of a human resources to an organization and how they effect the strategic plan of the company.

A human resources assistance plan is a short term expense that leads to long term gain and bottom line savings. If a company does not take care of its employees, overturn increases (increasing training expenses), there is a reduction in quality of work, morale declines, and customers may sense morale decline and stop using the company.

Typically, you want to show what value a strategic HR partner brings to the table. Tie activiies to the bottom line (health insurance contract negotiations = lower premiums, better recruitment/retention = increased productivity and lower UI premiums). Then discuss how a professional Human Resource staff can reduce liability (safety, wrongful discharge, harassment, dicrimination, etc).
