How do you tell if your bike tire was slashed on purpose or accidentally punctured?

Punctures will be pin pricks caused by nails, staples, thorns, or if you run over a sharp edge the tire immediately deflates and might be loud. If you go to check your bike after parking and nothing's wrong and find a slash which is cleanly cut it's likely on purpose.

Remove the tire and inspect the tube. A long slash may indicate an intentional puncture with a knife. Also, inspect the tires. For an accidental puncture, often the item responsible for the hole is left embedded in the tire.

Remove the wheel from the bike and remove the tube from the tyre. Turn the tyre inside out and look carefully along the tyre for any foreign objects, usually if you ran over an object it would lodge in the tyre. Also check the size of the cut for clues.

If it is slightly tore then it is punctured, but if it has a big hole on the tire tear then its slashed.
