Try using a Hackamore Bridle while training. This bridle will keep the horses head down, and if his head is kept down then there is no way for him to raise it to rear. Theres also the possibility that he is scared of something, if so then work on that.

Use a martingale on the bridle so that the horse cannot use it's head to vault upwards. Or try blinders if the horse keeps getting spooked.

Check and eliminate all possible pain sources- saddle fit, dental health, bit and bridle fit. Check for back pain, and leg pain. As you feel horse begin to shift for the rear, encourage forward movement. Give the horse another job- instead of standing still to rear, ask that he move his feet in another direction (forward.) use caution!!

This can be a difficult task and requires someone with a lot of patience as well as someone with experience. It can be quite scary and it takes balance and preparation. You have to be prepared to tap the horse on his head and forcefull tell him no repeatedly.
