Click TCP/IP then click Uninstall from dial-up connections and from all LAN connections in the Network and Dial-up Connections tool. Install another protocol to create a placeholder for your connections. Restart your computer. Click LAN connections, reinstall TCP/IP, and then restart your computer.

To get to the settings for TCP/IP Click Start, point to Settings, click Control Panel, and then double-click Network and Dial-up Connections. Right click the interface you want, then click Properties. In the box you will see a entry for Internet Protocol(TCP/IP), click it, and then click properties. From there you can edit the TCP/IP settings.

You're going to need to adjust your router, get the installation CD and follow the steps that you are prompted to follow. For electronic questions like this i would refer to either the user manual or consult a trained and licensed electronics expert, as there are many types, and this is broad.

First you must know what you want to setup the IP address as. Go to the control panel. Once your in the control panel double click on network connection. There should be "this connection uses the following protocols... ". Scroll down to TCP/IP. Double click that entry. Once in here, type your desired IP address, gateway, & subnet mask.
