You could try stripping the wood, sanding the whole surface, and then refinishing, staining, and varnishing the wood. Make sure you do it evenly.

The most basic way to restore it would be to stip the wood, sand it, then refinish. You can buy stripper at the hardware store, but be sure to wear gloves. Then sand and remove all dust before paingin on new stain or varnish.
