You can get a No bark Collar. If the dog isn't yours and enough neighbors complain the authorities will take care of it.

That depends if it is your dog or not if it is your dog you might want to get a crate and everytime the dog barks you will need to crate it. If you do that with the dog for a bout a week the dog will be getting the idea.
