I had good results painting laminate cupboards by first priming with a high adhesion primer. Ask about high adhesion primers at a good paint store. Thoroughly clean the furniture first, especially if greasy (i. e. armrests). I used TSP (rinse well after), then primer, then high quality latex (2 coats).

First, strip the existing paint off with paint remover or sand it off. Next paint it with primer, and finally give 2-4 coats of top coat paint.

If you're talking about fiberboard covered in melamine, my best answer is to peel off the melamine if you can and paint the board directly. If that is too daunting, I advise you to sand the surface a lot to make sure your paint sticks. I tried using a spray primer and painting and it didn't work at all.

A good option for paint is the kind made for painting cabinets. It dries to a very hard finish and will adhere to the laminate.
