Not smoking is supposed to improve your circulation. Getting enough exercise is supposed to help also. Some people just naturally have cold extremities. Your doctor can answer this question.

Bad circulation can be improved through stretching exercises known as isometric exercises, which can be prescribed by a physical therapist. Also, walking for about 20 to 30 minutes a day using light or moderate hand weights may also improve circulation. Contact your primary care physician before starting any new exercise regimen.
