To get married in Italy you'll need a passport or military identification. You'll also need a 'Declaration Atto Notorio' which can be obtained in the U.S. through the Italian Consulate. You will also need a copy of a 'Nulla Osta', which must be sworn before the U.S. Consular officer, in Italy. All divorce or widow papers must also be presented.

if you are minor you will need the consent of the parents. if you want a civil wedding you will need to appear in the town registrar at least four days prior to the intended date of the ceremony in order to insure enough time for all documents to be authenticated and the necessary paperwork to be completed.

Whether its kneeling in public or proposing in a fancy restaurant, or maybe even hiring some musicians to play a very romantic song and proposing under the great melodies of the guitar. Its very romantic.
