You have to go through the county courthouse where you were born usually. I was able to find the form and fee schedule online for mine and got my certified copy by mail. I think I had to have the form notarized because I wasn't doing it in person.

Your best bet is to get in touch with the Vital Statistics office in the county in which you were born. They are required to permanently maintain your Birth Certificate. Should you be unable to get in touch with them, you will need to contact the State Vital Statistic office. It's usually cheaper to go through the County.

To get a duplicate copy of your birth certificate varies from state to state. you should contact the state where you were born's record office or county clerk's office. They will require a number of documents from you to prevent illegal access to your records. They will need stuff like your driver's license.

Write, or call the State Recorder's office of the state where you were born. If you live in the county of your birth, go to the county recorder's office.
