Initiate a conversation when you make eye contact, say, "hello". No eye contact, then say, I have seen you here before to get things going. He could just be shy.

Guys can be attracted by a number of things, but you have to ensure that you are receiving good attraction, and not attraction that you don't want. Always make sure you attract them with your personality and mind, not your body.
